A role supporting the IT and wider organization in establishing a project management capability and department. The person appointed will be responsible for establishing and running novel technology projects that is usually implemented as pilots with a strategic vision to roll out as a technology within the group as well as building a project management framework and its associated processes to manage project demand against the organizational resource constraints. This framework will accommodate all projects with a technical requirement and form the basis of the organizational ways of working as we grow and mature as an organization. The challenge will be to design, manage and embed the project and program portfolio framework and demand management services globally. The role holder will be responsible for developing and operating a robust and flexible technical project and programme demand management framework to include ways of working, methodology, processes, artefacts, tooling and governance. S/he will be accountable for scheduling, scope, delivery and cost for projects within responsibility as part of the portfolio. Additionally, s/he will ensure that all technical demands are properly managed, including IT resource supply, cost, business resource efforts and demand information in a timely manner.

Job Requirements

  • Bachelor degree in Computer Science, or engineering or related field.
  • 10+ experience in a Programme / Project Management Office or a large programme environment with direct exposure to the areas of PMO management which directly align with the specific responsibilities for this position, including demonstrated managerial, supervisory, and/or leadership experience.
  • Comprehensive appreciation of the common project management approaches (Agile, Waterfall, IDLC, etc.) and expertise in the principal PMO concepts, methodologies, tools and techniques, under pinned by a relevant certification(s) (e.g. ISEB PPSO, PCEB ISO, PmBok PMI, APM / PRINCE2, etc.)
  • Demonstrated experience of end to end PMO management (including the delivery of IT and non IT related projects/programmes) in a large, well established, international PM environment with exposure to robust, sophisticated PMO processes.
  • Capable of analytical thinking and able to manage complexity effectively
  • Good understanding of finance procedures, in particular awareness of Capital & Revenue
  • Effective communication and interpersonal skills, both orally and in writing, with colleagues, customers and stakeholders at all levels, both formally and informally
  • Experience of dealing with resources of all levels of seniority, influencing effectively throughout, including those at senior level.
  • Must be well organized, self motivated and able work to deadlines.

Job Responsibilities

  • Develop and implement the project and programme management framework
  • Accountable for designing and building the technical project and programme demand management framework, processes and associated governance.
  • Lead the framework definition (using best practice and working with a representative business stakeholder user group) to implement the framework globally.
  • Ensure effective engagement between the business unit and IT stakeholders when building the framework to ensure effective adoption by IT delivery teams.
  • In collaboration with IT Quality team continuously improves project related procedures and standards as part of the IT Quality Management System.
  • Operate the project and programme management framework
  • Accountable for managing the framework processes and systems of global demand to provide IT management information required to adequately balance IT resource capacity and demand, capital expenses and develop scheduling to fulfil best Business demand.
  • Ensure programs and projects are prioritized based on strategic and functional needs, resource capacity constraints, risk exposure, and interdependencies.
  • In collaboration with key business stakeholders, embed the technical project and programme management framework and manage associated outcomes needed to maximize user adoption of the changes being introduced via IT projects. Such plans includes communication and training plan
  • Support Remediation and Gap Closure Activities
  • Work with business unit leaders to develop project and program resourcing strategies to ensure optimum support for projects and for operational activities
  • Collaborate with Finance, business unit leaders, and service managers to develop and manage project and program budgeting and cost estimation approaches, resource allocation, and reallocations:
  • Budget planning and monitoring of (Operational expense)
  • Capital forecast and budget planning
  • Track and report on the framework deployment and the portfolio
  • Manage the project control entity to monitor value metrics to inform decisions that maximize returns across global IT projects and programs
  • Communicate status and metrics of the project and program portfolio to all stakeholders in business units and IT leadership.
  • Maintain monthly Project Review meeting. Ensure timely information for monthly reports e.g. ITLT Project Review Board, etc.
